Bradford’s Role in NY/TAT – The New York Technical Assistance Team

Bradford Construction Corporation is a team manager of the New York Technical Assistance Team, or NY/TAT, a program created by the Dormitory Authority of the State of New York (DASNY) to help minority- and women-owned, and small business enterprises (MWSBEs) understand the DASNY bidding process.  The goal of NY/TAT is to give participants the assistance that will enable them to successfully bid on DASNY projects, perform well once on the job, and keep their businesses thriving in the hustle and bustle of the New York construction industry.

Bradford helps manages NY/TAT for the downstate region, comprised of New York City, and Nassau, Suffolk, Westchester, Rockland and Putnam Counties.  As part of its work, Bradford provides NY/TAT-participating contractors with a plan room to review and store blueprints and building specifications, thereby reducing contractors’ need to buy and store plans.  Bradford also initiated training for NY/TAT contractors in the use of a digitizer to improve the accuracy and quality of contractors’ take-off quantities.

Since NY/TAT’s start in 2008, Bradford has worked with more than 500 contractors to help them with cost estimates, bid proposals, contract resolution, payment disputes, scope clarification, and more.  Bradford affords MWSBE participants in the NY/TAT program supportive services, expert evaluations, and assistance that cover important areas such as these:

Pre-Award:

  • Review of blueprint and related specs
  • On-screen estimating and scope verifications
  • Understanding detailed documents in their entirety
  • Preparing quantity take-offs and job buyouts
  • Bid preparation
  • Checklist of documents: addenda, changes, acknowledgements, pricing and related functions
  • Attending pre-bid meetings

Post-Award:

  • Certified payroll assistance
  • Developing work schedules and labor requirements
  • Coordination of work scope with the GC
  • Preparation of initial payment requisitions and change orders
  • Impact of Wicks Law/Project Labor Agreement (PLA) contracting
  • Quality of cost controls and work installed
  • Safety and field management
  • Prevailing wage issues
  • How to get paid on projects
  • Capacity building skills
  • Project awareness for increased program opportunities

In addition, Bradford’s NY/TAT staff conducts outreach events designed to broaden the population of MWSBEs participating in NY/TAT.  At these events, Bradford offers essential technical and business information on the following topics:
